Several Canadian provinces have recently changed how they select nominees for permanent residency (PR), adopting the Expression of Interest (EOI) system. Traditionally, applicants could directly apply to certain Provincial Nominee Program (PNP) streams, often requiring a job offer. Now, most provinces require candidates to create an EOI profile, from which top-ranked applicants are invited to apply.

Recent changes include Yukon, which now requires employers to submit EOIs, and similar moves by New Brunswick, Newfoundland and Labrador, and Alberta. These join provinces like Ontario, British Columbia, and Saskatchewan that already use EOI-based systems.

The EOI model ranks candidates based on skills, education, experience, and other factors. Draws are held to invite high-ranking individuals. To improve chances, candidates should enhance their language scores, education, and relevant experience.

Only Nova Scotia and the Northwest Territories currently do not use EOI systems for immigration
